SLOW but easy way to make moneyok, first take out 1k from your bank account(it can be more but the more you use the longer it will take).
Use any method of getting to al-Kharid(tele to lumby(not recomended) or just run from whereever.
Use the X amount of money and buy silks from the guy for 3gp each.
Run or tele to Varrock and sell to theresa the girl in the clothes shop across from the general store.
You bought for 3gp right? well she buys for 30.
And guess what 
the price doesnt go down 
(ok well im not so sure about that i didnt actually sell 1 by 1 and sold all the 29 i used to test the theory at once.)

Haha, well I think this is more for lower lvl players..
I remember when my friend and I had discovered this a long time back.. Of course I think they did this on purpose so that low lvls could make money other ways then skilling and pvm.

Yupp Giggles your right  it is for lower level players. But if your in a pinch than this could always come in handy
